The Excess Cost Adjudication Function (ECAF) serves as the Air Force Executive Agency for reviewing, processing, and adjudicating personal property excess cost cases. ECAF is also the approval authority for extensions of Travel and Transportation Entitlements for all Air Force members with Home of Record Entitlements, as well as Air Force members with Home of Selection Entitlements who are pursuing education/training, are undergoing medical treatment or are hospitalized. Additionally, ECAF provides entitlement clarification to other Services assisting Air Force members, initiates collection of unearned transportation charges from transportation service providers, and acts as the approval authority for priority airlift of household goods.
PPA HQ Plans, Strategy and Integration (PSI) Division
The Plans, Strategy and Integration (PSI) Division is responsible for enterprise-wide standardization for PPA HQ. The division ensures uniform operation and execution by providing a single source for entitlement interpretation, procedural requirements, and theater reach-back and guidance. PSI will acquire the data analysis function from JPPSO Northeast, enabling the development of performance measures and analyses to improve the efficiency and quality of operations across the globe. Additionally, PSI provides financial and manpower management, deployment management, and oversight of process improvement initiatives for PPA HQ and the JPPSOs. The Chief, PSI Division, serves as an advisor to the Air Force Board for Corrections of Military Records (BCMR).
PPA HQ Systems Integration (SI) Division
The Systems Integration (SI) Division is responsible for the development and acquisition of applications used to support the movement of personal property. SI ensures compliance, certification and standardization of automation within the three CONUS JPPSOs. The goal of the Systems Integration Division is to standardize personal property information technology and processes across the Air Force.
Personal Property Activity Headquarters (PPA HQ) is the Air Force's single manager for Personal Property and is responsible for providing quality relocation for every Department of Defense military and civilian customer. The PPA HQ has operational control of three Joint Personal Property Shipping Offices (JPPSOs) throughout the Continental United States (JPPSO North Central, JPPSO Northeast, and JPPSO South Central) and has administrative control of Air Force personnel assigned to sister service JPPSOs. The PPA HQ also manages the Air Force's Excess Cost and Adjudication Function and identifies over $1.3M per year in excess cost associated with the movement of personal property.
